The United States Senate Caucus on International Narcotics Control introduced new legislation to expand medical research of medical marijuana.
Senators Chuck Grassley (R) and Dianne Feinstein (D), chair and co-chair of the Senate’s International Narcotics Control Caucus – introduced important new legislation this week to the United States Senate. On May 25th, 2017, Sen. Grassley and Sen. Feinstein sponsored a new bill entitled the Cannabidiol Research Expansion Act.
This Cannabidiol Research Expansion Act, if passed by the Senate, would requires the Attorney General of the United States to make a determination as to whether cannabidiol (CBD) should continue to be listed in a schedule under the Controlled Substance Act (CSA). The bill instructs the Attorney General and the Secretary of Health and Human Services to complete a scientific and medical evaluation of cannabidiol within 1 year of enactment of the Act.
This legislation would “expand research on the potential medical benefits of cannabidiol and other marihuana components”.
Streamline Approval Processes
In addition, the bill would alter how the DEA responds to requests for medical marijuana research – streamlining approval protocols regulating the manufacture, distribution, possession and dispensing of CBD for medical research.
The bill further instructs the Attorney General to register applicants for the manufacture or distribution of CBD or ‘marihuana’ for the purpose of commercial drug production.
Allows Import and Export of Marijuana or CBD
Last, but not least, the Cannabidiol Research Expansion Act would remove current import/export restrictions for marijuana or cannabidiol. It would effectively allow for the import and export of medical marijuana for the purposes of authorized medical research.
